I did a quick google search came up with some prior years data that showed almost 80% of the tag revenue in CO is from NR tags. Also that CPW made $96,000,000 in 2019 from tag sales..... so $76,800,000 of the is from the NR. While changes aren't going to entirely remove NR tags, and change to a draw. CPW would have to either significantly increase the cost of resident tags or cut the budge to make up for the lost revenue. That is hard to do when they have been reliant on it so long.
There is no section for purchasing preference point. From what I have read it should be open from July 1 - September 30 to purchase point. Am I missing something?
