I am not clear on the refund process... What I am trying to determine is if, as a non resident, I can purchase a preference point only but not spend nearly $500? I have 4 points from when I was a resident but stopped applying because I thought I needed to buy the license and the full price of a tag. Hard to justify spending nearly $500 for a bonus point in CA... or anywhere. I know I will lose all my points if I don't apply for 5 straight years so if I can purchase just the licenses and the resident tag cost then it might make sense on the 5th year to do that... then if I move back to CA I have the points accrued to get a better zone.
The "Buzz" comments say this area was overpublicized in recent years - is this referring to OTC Elk hunters? There is no data on this unit that supports this claim... at least that I see.
