This is a permit area only, so you would need to draw the Rifle permit, then you can buy the bow and arrow license to hunt the archery season

you can only shoot cows with the general big game combo, and you also have to draw the B Tag to do that

I would bet that the Wyoming Guides and Outfitters would be opposed to this bill as i would bet that 80% of more of their business is from non-residents
