It's a start, but not enough. Removal of horses and burros until all AMLs have been reached is the only swift approach. It needs to be done to protect the habitat.

With a high end synthetic bag I go to sleep with wet clothes, and really anything wet that can fit in my sleeping bag, and I wake up warm with dry clothing.

Travel restrictions or not, if you figure out where the elk like to go to get away from people you'll be able to find them. Easier said than done some years....

I don't believe NDOW has the ability to stop people from accessing public land. There would have to be coordination with the federal land management agencies. I would venture to guess if people continue to go out and shed hunt and just GPS the locations of sheds BLM would close motorized travel for a certain period. I hunt next to an area up in Idaho that has those regulations January - April to protect winter range.
