Thanks all, I am going to stick with the 15 rule. Only two of my antelope, 2nd and 3rd choices are affected, so worse is I'll miss Antelope which already has small odds unless you are one of the top folks pulled from the bucket.

I disagree. Say 15 tags.
84% min to residents = 12.6 round up now to 13
10% to outfitter = 1.5
6% to NR = O.6
You don’t round up outfitter, you round up NR. So 1 to outfitter, 1 to NR.
Read TopRut site, they did it right.
It should be 13
Not sure where you are getting 17 as the baseline. Other sites and my math say 13.
